ECO4 Solar in Scotland: Who Qualifies?
ECO4 runs to 31 December 2026. Solar eligibility depends on the household, property and heating system. Receiving benefits is not the only route: ECO4 Flex can support some households without qualifying benefits. What is ECO4 and has it been extended?
ECO4 is an energy-supplier obligation covering Great Britain. Suppliers choose which eligible home-improvement projects to fund. It is not an automatic cash grant paid to every applicant.
The scheme end date was extended from 31 March to 31 December 2026. Contact a participating supplier or your council early: an enquiry before the deadline does not guarantee a completed installation or funding.
The extension does not make solar funding universal. An assessment must establish whether the proposed work satisfies the scheme rules.
Does solar always need a new heating upgrade?
Solar does not always require a new heating upgrade in the same job. Ofgem allows qualifying electric heating to be present before the project or installed as part of it.
The heating rules cover hydronic heat pumps, high heat retention storage heaters and specified electric heating systems. Solar must support eligible electric heating and the project must satisfy the other requirements, including applicable insulation conditions.
Ask an ECO4 assessor to check your existing heating before ruling yourself out. A general request for panels on a gas-heated home is not enough to establish solar eligibility.
Who qualifies for ECO4?
These questions help you prepare for an assessment. They are not an automatic approval checklist: tenure, referral route and the complete project also affect eligibility.
Could you qualify through benefits or ECO4 Flex?
Qualifying benefits are one route. ECO4 Flex can also cover some low-income or vulnerable households through participating councils, devolved administrations or suppliers. Not receiving a benefit is not, by itself, a reason to rule out support.
What is your home tenure and energy rating?
The scheme targets less efficient homes, but the energy-rating rules depend on tenure and eligibility route. Give the assessor your EPC and say whether you own, privately rent or live in social housing.
Does your heating meet the solar rules?
Tell the assessor what heats your home now. Existing qualifying electric heating can satisfy the solar heating condition; replacement is not automatically necessary. The proposed project still needs to meet the full scheme rules.

Why do some "free solar" adverts overpromise?
An advert cannot confirm eligibility from a postcode alone. Ask which scheme and referral route it uses, what the assessment found, what work is included and whether you must contribute to the cost.
Get the funding offer and any customer contribution in writing before agreeing to work. Qualifying for assessment does not guarantee that a supplier will fund the installation.
What happens after ECO4 ends in December 2026?
Do not assume that a programme announced under the Warm Homes Plan is available in Scotland. Warm Homes: Local Grant is an England-only scheme, not a Scottish replacement for ECO4.
For support available to your Scottish property after ECO4, check Home Energy Scotland and your council. Use the terms of an available scheme rather than relying on an announcement about future funding.
What if I don't qualify for ECO4?
If ECO4 is not suitable, check other support with Home Energy Scotland and your council. Availability depends on the scheme and your circumstances.
Qualifying residential solar and battery installations, including standalone battery storage, currently receive 0% VAT until 31 March 2027. This is tax relief with its own conditions, not an ECO4 grant. Ask for an itemised quote showing the applicable VAT treatment.
What this means for you
Check both household eligibility and the proposed project before deciding whether ECO4 applies. Ask about Flex if you do not receive qualifying benefits, and tell the assessor about any existing electric heating.
Start with your council, a participating energy supplier or Home Energy Scotland. Keep the written assessment and funding offer so you know which work is covered and any contribution you would need to make.
